Over 75 Salvaging and I still don't know...

So I kinda figured out the whole "can't salvage accessories or RR vendor loot" on my way up, but sometimes I can salvage items and sometimes I can't. Weapons, helms, and all this stuff I KNOW I salvaged before sometimes I just can't - Is this due to salvage skill being to low and it just not telling us? Also, yesterday I salvaged a belt - no idea how, I thought you couldn't.

We really need a guide of sorts for this to figure out when/what items can be salvaged (even if it is relative to player level or item level or salvage level)

I cannot discern any pattern as to what can be salvaged and what cannot.

All I know is that I fail 9 times out of 10, and that I've spent about 8 or 10 hours killing grey or green mobs in a futile attempt to get my salvaging high enough to be permitted to hunt level 10 mobs.

I do not mind if it is slow to level, but forcing me to do the chapter 1 PQ 50 times is a bit weak.
