No, the date is unknown, other than a rough estimate. Yes, you do have to pay to play this game. And think about it, why on earth would you call something a faction when you can't play together with other races in the same faction? They use the word faction, alliance/allies, realm for a reason. So yes, of course you can play together with everyone in the same faction.

On another note. You are allowed to post general game questions in the General discussion forum as well, even when you are a Black Orc.
