Were can i lean Talisman Making skill?

I know this is a bit of a stupid question but i havn't found any characters i can learn it from yet? I am an Dark elf in Tier 2 Elf Zone.

Also i have 1 other gathering skill. Magical Salvaging. When i go to learn Scavenging it says to do so i have to unlearn magical salvaging..... I thought we were able to have 2 skills or does that only kick in at a certain level.

I'd appreciate some help. thanks

The guy is Ezkar Cleaveheart, in Chapter 2. Talisman Making trainers have the meaningless title "Hedge Wizard" unlike all crafters whose title describes what they do.
