But if you make Talismans, are you able to trade it with other people? Or can you only use it on your own equipment?

You can trade, send them in the mail, sell them, and put them on the auction house.

They are sellable check out the auction house. You can fly to the empire city when you find the first flight master Altdorf it is called.
There are also some instance advnetures. Definately able to go post level 10! Not sure after that.
