Today, I decided to drop scavenging and take up magical salvaging on my main, so that I could salvage loot from PQs and such. I just spent an egregious amount of gold (85-90g) getting from magical salvaging level 50 to 161, and here are the amount of fragments I made. (These tallies obviously don't take into account failed attempts, of which no fragments are made).
Level 25 fragments: 17 ----- Crit 25 fragments: 0 out of 17
Level 50 fragments: 30 ----- Crit 50 fragments: 1 out of 30
Level 75 fragments: 38 ----- Crit 75 fragments: 0 out of 38
Level 100 fragments: 45 ---- Crit 100 fragments: 0 out of 45
Level 125 fragments: 39 ---- Crit 125 fragments: 1 out of 39
Level 150 fragments: 7 ----- Crit 150 fragments: 0 out of 7
Total fragments: 176 --------- Total crit fragments: 2 out of 176 (1.136%)
This is by no means an end-all formula on how often salvages crit. It is also possible that a higher salvage level in relation to an item results in a higher chance for a crit salvage. Neverless, if you're levelling up magical salvaging, this gives you an idea of what to expect.
