Problem:

After completing the quests, all 3 items show as completed in the item section of the ToK. When going to the librarian, only 1 of the 3 items shows as being available for purchase.

It seems random from player to player as to which item is available as well as the number available. One guild member is showing 2 items and one is showing none.

The Obdurate Seal is unlocked by completing a "Pinch to grow an inch" and Torment is unlocked by "Bones Have Names Too." Tested on 2 characters that had the unlocks but couldn't purchase. It seems as if the items are mislinked to something else on the bestiary page the supposed unlock is. Torment was listed on Skeleton bestiary page, and by doing the unlock 4 up that also happened to be the achievement that grants the tactic fragment it was purchaseable. It was the same case with "The Obdurate Seal", on the Giant Scorpion page, 4th achievement above the supposed one, that was also a tactic fragment made the item purchaseable. This could apply to other items so I suggest trying it out.

Three of us in a group did all three accessories and it seems a random pick to which you can buy. All 3 of us have them unlocked in our book and 1 of us could buy 1, another could buy 2 and the third could buy 1 but a different one than the first person lol...
