In order to address the problem of attacking warbands just going to an undefended keep as soon as there is some resistance, I suggest to add keep-to-keep flightmasters to every keep.
It should work this way:
In every keep, on the top level, there is a flight master NPC which you can use to fly to any keep currently owned by your realm, within the same Tier, regardless of the actual zone. The price should be the same as ordinary warcamp flightmasters. Additionally, if a guild has claimed a keep, both flights to and from that keep are free for everyone in that guild.
