PQ's rock for the most part but here's one suggestion that I think will go a long way on improving these.
Add a pass feature on loot or make the loot bags tradeable. Can't count how many times I've run these and gotten the green bag 3 times while my healer friend is stuck at the bottom with awful rolls. Don't get me wrong, I like the rolling thing, gives everyone a chance but give us an option to opt out if we win, I frequently help lower lvls finish PQ's and I really don't like stealing their bags when the gear is useless to me. Also, increase the frequency of blue bags. Many of these PQ's require a good group to complete, make it more worth their effort.

 Agreed. A small addition to the game, which in turn would encourage friendly game-play atmosphere. Sharing & giving to those who need.
 I feel a 'balance' between PvE & Scenario is needed.
I don't know how everyone else feels, but I, for one, am tired of rolling the same scenario night after night.
It would be nice to have some PQs but because of the time management to experience ratio, it's nearly impossible to gather a decent group for PQs. Everyone que's over and over for a scenario and does nothing else.
Since we're on the topic of suggestions for changes:
 Can we get some "skins" for the equipment? Is it just me or does rank 20's equipment look exactly the same as a rank 39 equipment? Just a thought.

Agreed. A lot of time people will do the PQ over and over again to max out their influence, but often not everyone will get a bag and some will get it multiple times. option to opt out or pass on rolling would be great.

PQ's are pretty "Guild-Unfriendly".
They need some method where the player can designate the "Guild" as the receipient for the loot so that guild's normal process for handling loot could be used.
Also Dungeon PQs should never drop White Bags

pq's are supposed to be guild unfriendly. You know what sucks the most about certain other games, pvp or pve? GUILDS. Not all of us care to be in the uber hardcore guild, and taking loot control away from the guild keeps that guild from farming 100% of the good loot. I look back at WoW's world bosses... for 6 months straight a single guild controlled 100% of all the loot on every world boss. Haing the option to pass on gold bags might be nice, but even that would encourage twinking. The system s pretty good. If you don't need a gold bag, don't contribute so much!
Also, I'm not sure what people are talkingabout with healers getting poor scores. Yes, if it's a zerg, there's no one to heal but if it's a 4-10 man run my zealot girlfriend usually outscores my own marauder. (on that note, it does seem to suck to be a tank... I don' hink either of us have ever been passed by a tank class in scoring)

There's a master looter option in the warband options that is supposed to do something close to what your asking for. Only problem is it does't work. So they're on it, they just haven't gotten right yet.
