While we can't be sure what they will look like when release comes it seems as though you are right. They are just as green as Choppas. I think the main difference is that Black Orcs are much bigger and their armor is mostly spiked compared to Choppas.
I personally do hope they get Black skin or at least darker skin.

Black Orcs are a sub-breed (http://en.wikipedia.org/wiki/Breed) of Orc (http://en.wikipedia.org/wiki/Orc_%28Warhammer%29) appearing in Games Workshop (http://en.wikipedia.org/wiki/Games_Workshop)'s Warhammer Fantasy (http://en.wikipedia.org/wiki/Warhammer_Fantasy_%28setting%29) setting.
Black Orcs are bigger, stronger, and more clever than normal orcs and as such are much more dangerous. This puts them at the top of the heap of Orc & Goblin (http://en.wikipedia.org/wiki/Orc_%26_Goblin) society. Being more organized and generally smarter than regular Orcs, Black Orcs can settle all their differences the night before the battle though head-butting duels and goblin (http://en.wikipedia.org/wiki/Goblin_%28Warhammer%29)-tossing contests. As such in a battle Black Orcs are not subject to the same animosity as other goblinoids. In battle, Black Orc leaders of units continually watch out for in-fighting within their unit. Should their menacing presence fail to keep the lesser greenskins in line, the Black Orc character will start smashing some heads together and order is quickly restored at the minimal cost of a few greenskin lives.

There is no question that Black Orc's are the biggest and baddest of all the Green Skins. They will smash anyone who gets in their way.
Black Orc's are still part of the GREEN Skins, so they may stay the same as they are now, Green Skinned.

Maybe they will get darker the higher your level? Or maybe they will change the colors before release.

Or maybe, just maybe, the convention builds are very early beta builds full of placeholder graphics all over the place, and the darker skin just wasn't put in it yet.

Nope, though I am Gemini on many other sites, forums, and games. But it's not exactly an original name or anything :P

Too bad, I had a good friend on the Mini clip forums a couple of years ago.
Anyway back to the topic, your right the current looks are most likely place holders for the entire look. As said above I hope you will be able to change the way your Orc looks when you make him.
The Black Orc could also be named after his mainly black armor.

Could be, but from what I know of lore, they aren't.
Speaking of...
They said when Choppas go berserk, they grow "more menacing" --
But all I've seen from the videos if their hands glowing red, like when you use deathwish as a Warrior in WoW. Or proc flurry. Or proc Enrage. Or pop Berserker Rage. You get the idea.

You should be aware that most of what you see of character models at the moment are placeholders. There has been no official screenshots released that detail the character customisation options, or how your character develops over time.

Or heck maybe even alpha or pre-alpha builds, like all that footage we have seen that has "PRE-ALPHA FOOTAGE" written on it
Just maybe

Are you sure or is this a guess?
As for the lore, I know nothing about it.
