Kossar's Helm!!!

I bought C&C Red Alert 3, and of course i got it only for the kossars helm
i mean a true fan... wants to be a bear.
however, I was trueley dissapointed when i found down its a buff for 5 minutes and it has an hour cooldown?
commoooon, it's not worth $60 for once every hour that breaks upon damage.
can you try and pull some strings moderators of the forums and get it to be no cooldown!?!?!?
