This is my suggestion for how to Improve Open-RVR servers. If you like my suggestion please submit the link to this thread via ingame feedback.
All chapter camps should be captureble. But not like Objectives in the RVR lakes. They should be more difficult than even a keep siege. But before this can even be a option. I feel we should discuss the chicken mechanic on these servers.
I believe firstly the chicken mechanic must be removed and replaced with a complex debolster. For instance in the case of a lvl 40 heading to tier 1 it will debolster them to lvl 21. Then depending on the gear they are wearing it will give a -10% reduction to armor and dmg or more. Obviously someone will have to do the math on that to make sure a lvl 40 doesn't completely OP other people in tier 1 just because of their gear.
Once that is resolved. The player base can more freely move about. So that brings up the term "Open" and in a Open RVR you are always at war. So why do we have off limits areas with insta kill guards? Seems to carebear for a open RVR server. I believe all insta kill guards should be removed. Even from the prologue area, and replaced with in the instance of tier 1. lvl 25+ champions and heros, this way its still difficult to take them. And can provide a safe haven to run back to.
I believe the mechanic involved with taking a chapter should work like a PQ for the opposing side. Stage one is killing all the guards and npcs. Stage two is holding the area and defeating their reinforcements. Stage three should be squaring off with the Rally Master and his entourage who should be very high lvl. Stage IV is claiming the chapter like with the objectives by taking their flag. During all of these there should be timers of course so that the opposing team can still stop them from taking the chapter through attrition.
Once they have taken the chapter. All of that sides quests in that chapter should be locked. So that the only way they can keep questing is to take back that chapter camp. It should give a fairly large amount of exp and renown considering that these fights should be much harder than taking even a tier 4 keep. And perhaps to encourage fighting in these and all areas or "Open" RVR. It should spawn the other sides NPCs in this new camp with special quests. This way both sides have a reason to take and hold these chapter camps.
The only thing I can think of to improve Open RVR even more and make my suggestion even better. Is to encourage even larger server populations. Over 20k of active players for each side, with that amount you should see warbands of players moving around all the zones looking for a good fight.
