I'm certainly not new to following WAR, but this is a topic I can't find any definitive answer on (it was raised by the recent Herald post).
Can players enter one another's PvE areas?
If no, what prevents them from doing so? (guards? invisible wall? etc.)

Last information I had was that you can indeed enter the opposing faction's PvE Area, but you won't be able to attack any enemy players there - unless they attack you first (or they flag themselves, I guess, regarding the new system).
So it kinda works out like in WoW.
I'll be trying to find a source for this.
Edit: I seem to be unable to find a dev source, but I seem to remember (not sure though), that after the PvP podcast in march, someone asked whether it'd be possible to go into enemy PVE areas because that dwarf (or was it the orc) figure wouldn't follow the orc (or dwarf, if it was the other way around) out of the PvP zone. (Watch the podcast again if you don't see what I mean ;) )
Anyway, I seem to recall a Dev answering that it would indeed be possible to enter enemy PvE zones, but not to attack the enemy players there immediately, but only if they attacked first.

James confirmed for us in the Announcements forum just a bit ago.
Basically, the answer is yes, you can enter enemy PvE areas. The details of the flagging system seem to be in development still.
