I play a DoK. I've noticed that Covenant of Vitality's healing part can only proc once every 5 seconds now. I put SS's in a post on the DoK forum. http://www.warhammeralliance.com/forums/showthread.php?t=257249. I don't know if other classes have abilities like this but is this effecting them as well? Is it in the Patch Notes and I just missed it?
Also Covenants now appear to be effected by Divine Fury and some still seem able to crit.
