lvl 25 dusts

My scavenging skill is 99 and i need lvl 25 dusts for talisman making but it seems they are very rare since i don't get to loot them at all, maybe couple if i'm lucky.i try to scavenge lvl 9-20+ mobs but they either drop lvl 1 or lvl 50+ dusts...any ideas where's the best place to get lvl 25 dusts and what lvl mobs is the best to kill?. thanks

Try lvl 1-8 mobs. Seriously.
