First pic of an Asur axe, looks deadly. If you notice, all of the guards in this particular region are carrying 2h axes. Perhaps this screenshot is taken from within an early Chrace?
I dont believe they are Phoenix guards despite the Pyramid of Asuryan banners because they arent in full regalia and the weapon looks more like an axe than a halberd to me at least.
Strange how close the Druchii fortifications are in promixity to this Asur courtyard. I also spot some rocky hills in the background, another indication of being a Chracian hold possibly.

Only thing is he's not wearing a lion cloak, so i think that he is ether unfinnished or he's not a white lion. still cool pick though, and i LOVE that axe.

True all they have to do is add the cloak. If it is Chrace, I imagine the area and the npcs arent quite finished. Perhaps these are just guards and people in Chrace like axes anyway? Would be nice to see a White Lion hold since we dont even have a class preview for them yet.

Seems the wooden haft is too long for it to be properly used as an axe. That seems more like a polearm.

A shaft that long would have a lot of leverage but it doesn't look like the pole arms wielded by the Phoenix Guard models, and I know of no other High Elf units that use a weapon with and axe-like blade.
Also don't all Chracian warriors wield axes even before they slay their lions (also known as woodsman from what I'm reading out of the army book)?

everything in this game is big in a very unrealistic way, from buildings to armours. did you even see the empire shield? ridiculous!

Stylization does not change the fact that a long long haft with a blade or spear head at the end is a polearm. :)
It's stylized and exaggerated but not THAT much.

To me it looks like the NPC model which resemble the swordmaster wielding a halbard or other polearm. If they cut the haft to about 2/3 the size it would be the perfect Woodsmans Axe (as WL axes are called). Another thing that makes me think its not a White Lion is that its the long armor of the Swordmasters and I think we will see the White Lion with a shorter version of the mail armor with greaves for the legs. Like they have in the TT model. This would also make sense in order to make the two different units stand out from each other in the game. And last of course you other people have clearly pointed out that there is no Lion pelt.
P. S.
And why is dark elf and high elf structures so intermixed here? Looks pretty ramshackle to me... And the WE is walking peacefully amongst the HE guards.

Looks more halberdish to me, but I'm inclined to err on the side of White Lion art as well. :)

from the shape of the empire shield, it looks like a small shield that wouldn't cover the whole body. I mean... come on! just look at how thick that shield is!

Okay, most assuredly not a White Lion... missing too many trademarks, the cloak being the most obvious. That doesn't rule out a guard from Charce, which is what I'm leaning towards; the npc looks like several of the other npc guards we've seen in screenshots and vids.
Now on to that axe... definitely a White Lion styled weapon. If you look at the artwork, models (both unit and chariot), and even Korhil's references, you'd see that the axes used by the High Elves gravitate towards longer hafts, but not still not quite as long as the Phoenix Guard's halberds. Also, I don't have it handy, but this forum has a picture of art showing a witch elf battling a White Lion. The axe the White Lion is using is extremely long-hafted as well.
I think we're seeing our first look of Charce here, but sadly still missing the iconic warriors from there. :(
Edit: just noticed this. It's not obvious at first, but if you look at the other high elves in the distance, they're all using the same weapon. I really think we're looking at Charce now...
