When I watch the pod cast the guy says how "Only rare or powerful items can have a talisman". Does that mean only high level items? Making Talisman making pretty pointless until your at a higher level?

Higher-grade items, not higher-level items.
ie. green/blue/purple

Aye, I don't think he meant really high level items...i think he meant higher quality items as the last poster said.
So not just some crappy vendor fodder you looted off a rabid tree squirrel.

I think it would be good if they made character created crafts at or near the highest level type equipment you can get.

Character created crafts ? I'll assume you mean formulae for talismans. That seems unlikely, as most people would be inclined to give themselves ridiculously overpowered items.
As long as there are LOTS of potential combinations, as there are in systems like Diablo II or perhaps DDO it'll be good -- but of course the combination of qualities the item possesses is being determined by the crafter, not at random. A system with lots of options, and potential arrangements for those options. That will be far above any other crafting system I've dealt with.

I saw quite a few items with talisman slots in the Preview Weekend. I think all the tier 3 influence items had them, and some of the tier 2 and PQ loot items did as well. The reknown items definitely will, just might not at rank 2 or 4.
I'm wondering how close the system will be to alchemy. I didn't get my alchemy skill too high, but starting out you had to add ingredients that reduced the potency of the effect to add enough stability to complete the potions. I don't see a large variety of extra ingredients unless they add secondary effects/attributes.
