I was just thinking how much I'd love a site like eq2flames or the WoW official forums. Strict rules go against the very nature of the internet. Drives me crazy.

Good luck getting this thing going. Sounds difficult, starting a new forum and having it grow into something worthwhile and active isn't an easy task.
