First off, RUNE PRIEST DESCRIPTION IS UP! :D
http://www.warhammeronline.com/english/gameInfo/armiesofWAR/Dwarfs/Careers/Runepriest.php
They appley them to enemies as well, directly it seems for debuff and damage. Does that go against lore at all?

where do you see that? I read the description and I don't see debuffs or damage listed? They all are enhancements for players or the runepriest himself it seems.
Sure they mention damage enhancements for weapons, but still enhancemenets.

It is hard to say if it would break the lore or not, but to be honest to run a game like this dev do bend, break and wield lore to make the game more balanced and fun for all.
It is hard to tell right now for me how a RunePriest will even be in combat, the idea of using rune to impact battles seems great and could lead to alot of fun, but for some reason a a runepriest reminds me of a Pally in WOW, seems like it will end up being alot of healing and buffing and not much else at the end of the day. The Dev do design it as you can a strong upfront power that can hold your own, but as you can heal and buff you are better behind everyone heal as you are one with a way to heal them. That is the way people think and act normally in the game I have played. But this is all up in the air until release anways
Edit: Not sure about the whole Applying ruin to your enemy, it could be possible in a way to slow, or prevent something
Have a feeling they can't stand behind. Afterall they have to scribe the runes into the object so will probably need to be very close thus having to balance defending himself with helping the others.

It looks to me that the Rune Priest has turned out to be a kind of refinement of the DAOC Friar class which I played and loved up until the release of ToA. The Friar was a healer fighter hybrid class that provided base and resistance buffs to the group with self buffs that increased the Friar's combat abilities. Since you couldn't fight and heal at the same time you had to constantly assess the situation and decide whether you were better off quickly dispatching a lightly armored threat (mage or bard most often), remaining on the assist train, or dropping out of combat to heal.
Precasting runes gives the Rune Priest the ability to enter a battle with his group mates pre-healed and buffed ready to add melee damage up front not having to heal immediately. As the battle progresses he will have to decide when and to who he needs to reapply runes adding a level of complexity and strategy to the class. All of this while attempting to remain standing. This class has turned out exactly how I hoped it would, allowing me to combine my favorite race with the play style I enjoyed for over 2 years in DAOC. Can't wait till next year, or maybe even a beta invite <crosses fingers>.

Haha, glad to see I'm not the only one who sees this as the first time a support class seems intresting.
