So, yesterday I've put a small javascript calculator for damage on instant attacks:

What bothers me is the global cooldown. It's 1.4 second, however from what information I could found people are using x1.5 dps multiplier for instant attacks (I've used 1.4 in my formula since, frankly, only that makes sense to me). Anyone tested this deeper?

While the global cooldown is 1.4 seconds the coefficient has always been (at least in my experiments) 1.5. I don't know if the cooldown used to be 1.5 seconds and they left the formula as is, or if it has actually changed and I didn't pick it up. I honestly do believe it hasn't changed because at one point and time they debated changing the coefficient to something larger like 2.25 which says to me they arn't neccessarily tying it to the global cooldown.

Aye, makes sense. Maybe they reduced the GCD to 1.4 to give it a 100ms margin for latency.
