Am not sure, it shows that thing in concept on the engineer class descrption.
Don't think it says what it does tho.

Sounds ta me like at would give ye an increased chance ta hit since cleanin yer barrel does exactly that... Maybe ats some type o stationary enhancement station... ye set one up and any lads or lasses around can enhance accuracy fer a short while

If you guys are talking about the barrel with the hammer attached to it, I really don't think that looks at all like anything I might reasonable call a "cleaning station". You know what it looks like to me? A bomb. The concept art shows a slot-machine-like display which could easily be some kind of timer display. The hammer could easily burst a blasting cap or some such activating mechanism, and the barrel is full of gunpower...obviously...what else are barrels for? :)

I'd like to guess it's a automatic reloader. You insert your firearms muzzle into the tube. When the hammer hits the barrel it sends blackpowder, wad and the bullet straight into the firearm, very quickly.
