Where are they?

Seems a bit flawwed if Sigmar's Hammer is the only place you can buy these. (Requires Guild Rank 6 as well as City Rank 2)

During a beta patch I saw them on the PvP vendors in the T2 keeps.

Any info is appreciated.

Level 25+ containers? I haven't seen any in the game. You're probably thinking of the level 1 containers.
