How do I get to rank 26 salvage?

I am at 25 and I can salvage most items but I don't get a skill increase anymore. I have two items that I can't salvage - they say something about my skill not being high enough.

I brought mine up to 30 with cheap 2 silver green boots that I bought from the renown vendor.
