Cultivation slower to level?

I am having a problem, I have made like 8 level 25 plants and I haven't gone up a single level I am currently only 48 cultivation and is really bothering me. As well does anyone know if you can use like 20 level 1 seeds to get from like 48-50 or will 25's only work?

I made it from 1-50 using mostly level 1 seeds, you have a higher chance to raise your skill level I believe if you use additives like soil, water, nutrient ect.
